New technology is so often exploited before the vulnerabilities are fixed

In so many instances, new technology is exploited by deviants and criminals before  manufacturers and the criminal justice system fixes the vulnerability following an arms race between themselves and the offenders.

Ironically, we are the market that created the demand for someone to put this BBC video on YouTube. It is a pirate copy and a breach of copyright. 

So why did the offender do it we must wonder?  In the interests of horizontalisation of knowledge? To make money from YouTube advertising if the post goes viral?
